Biography

Independent Information, Documents, and Records Management Expert and Consultant.

Carlota has more than 35 years of experience in the organization of information, documents, and records in the public, private, and not-for-profit sectors, mainly in Spain and Latin America.

Carlota has practiced independent consultancy through three different projects. In 1984 she founded, with other partners, one of the first Spanish companies in the field, Gabinete de Asesores Documentalistas, offering services to libraries, archives, and all kinds of organizations with information and document organization needs. In 1996 as a spin-off of the first company, was born Inforarea, the leading Spanish independent consulting company in records and information management during these years. In 2008 Carlota founded her own company (Gabinete Umbus) to facilitate integration in multidisciplinary teams and participation in international projects. In 2011 she left Inforarea and focused on a personal project as Independent Consultant (www.carlotabustelo.com). Among her clients, there are several public administrations in Spain, national archives in Colombia and Chile, and multinational enterprises. Gabinete Umbus has also participated as a partner in the EARK2 Consortium, which was funded for the maintenance and extension of the UE eArchiving.

Carlota has specialized in the application of information technologies to the management of documents, records, and information. Her understanding of IT tools and information structures has been always a big help to assure the mutual understanding between IT professionals and final users when implementing information systems. Carlota has specific expertise in the integration of information, documents, and records requirements in the current business processes of the organizations, providing assessment on the organizational structures, training, and change management plans.

Carlota is one of the Spanish professionals leading the standardization of records management and applications. She participates actively in the drafting and development of ISO Standards in Records Management.  Carlota is the Chair of the Spanish UNE Technical Subcommittee (CTN50/SC1) and Head of Spanish Delegation in ISO TC46/SC11 Archives/Records Management. Within this Subcommittee, she is also the Convenor of WG8, involved in the development of the series of standards ISO 30300- Management systems for records. Recently involved in the CEN 468 committee on the preservation of digital information.

Training is also part of Carlota’s activities. She usually teaches both in official university programs and in professional specialized courses. She is very often invited as a specialized speaker in different aspects of information, documents, and records management.
